The Brief

Undertake a comprehensive assessment of current and future housing capacity and demand by providing a robust evidence base mapping set and analysis which informs and guides plans and strategies to activate housing and support population growth. 


The Challenges
  • Quantifying the current demand in the housing market, both for rental and purchase, including the locations, quality and types of housing being sought. Engagement with real estate agents to obtain a data set for local rental and housing prices in the form of a ‘Market Performance Report’ for future targeting of housing developers and investors.

  • Assessing the findings of the Workforce Planning Analysis and Demographic Analysis to determine the demand for housing over the next 5 years. This included the types of new housing stock, types of occupancy (rent or own) and the locations needed to provide an appropriate housing mix to meet the needs of the future workforce and population.


  • Identifying under-utilised housing stock in locations of current and future high demand.


The Outcome

An extensive and detailed report identifying project opportunities that ‘by observation’ had attributes of scale,

were serviceable and had few physical project constraints. The identified opportunities could be subsequently prioritized by the local governments to meet housing demand within the Pyrenees, Ararat, and Northern Grampians region.
