The Brief
Provide a strategic site analysis for a potential renewable energy installation at Smithfield and other sites nominated by the Authority. Deliver a road map for ongoing stages and develop a clear and robust solution including a quality and cost-effective design solution.

The Outcome
Delivery of an Options Paper which provides the decision-making trigger for two alternative next steps.
Step One: The Authority undertakes a Prefeasibility Stage which leads to the design, build and operation of the asset by the Authority.
Step Two: An investor undertakes the Prefeasibility Stage, designs, builds and operates the asset but leases the land from the Authority.
